The first Eurasian Event Forum was held

Состоялся первый Евразийский Ивент Форум

On November 20, 2020, the First Eurasian Event Forum began, taking place in an online format. About 1000 participants from different countries of Central Asia, Kazakhstan, Russia, Uzbekistan, Kyrgyzstan, as well as specialists from England and the USA take part in it.

20 ноября 2020 года начался Первый Евразийский Ивент Форум, проходящий в онлайн-формате. В нем принимают участие около 1000 участников из разных стран Центральной Азии, Казахстана, России, Узбекистана, Кыргызстана, а также специалисты из Англии и США.

There is a need to discuss the development and problems of the industry not only with market participants, but also with government officials. Назрела необходимость обсудить развитие и проблемы индустрии не только с участниками рынка, но и с представителями власти. Поэтому в работе Евразийского Ивент Форума принимают участие исполняющий обязанности руководителя Управления культуры города Нур-Султан Азамат Ахмеджанов, советник акима г. Алматы по культуре и креативным индустриям Сарыбаев Кайсар, заместитель председателя НПП "Атамекен" Олжас Ордабаев, заместитель директора департамента по делам культуры и искусства Министерства культуры и спорта РК Муратов Гани, руководитель управления культуры, развития языков и архивов г. Шымкент Есенова Ханзада.

During these months, the Association has done a lot of work and, most importantly, conducted a large-scale study of the market for the industry of cultural, event and entertainment activities. The event industry was unable to receive assistance through SME programs, since not all types of OKED were included in the list of affected enterprises. The total number of employees of the main and related participants is 300 thousand people. At the same time, there are about 36 thousand registered participants in the industry market, of which only 28 thousand are active. Since 2014, there has been a general trend in our country to reduce budgets for events in the corporate segment.

За эти месяцы Ассоциация проделала очень большую работу и, главное, провела масштабное исследование рынка индустрии культурно-событийной и развлекательной деятельности. Ивент-индустрия не смогла получить помощь через программы МСБ, так как не все виды ОКЭД вошли в список пострадавших предприятий. Общее количество сотрудников основных и смежных участников - 300 тысяч человек. При этом зарегистрированных участников рынка индустрии - около 36 тысяч, из которых действуют всего 28 тысяч. С 2014 года в нашей стране вообще наблюдается общий тренд на снижение бюджетов на мероприятия в корпоративном сегменте.

“This is due to several factors,” explained Timur Balbaev, head of the Almaty branch of the Eurasian Event Association, head of the event company Kontorra studio, “and among them the following can be distinguished:

• An unspoken ban or condemnation of the authorities on holding large "corporate events" with inviting stars, associated with several scandals around National Companies;

• Unstable exchange rate and several devaluations;

• Transition to Digital space;

• “Dumping mess” within the event market, including the increase in cheaper offers from colleagues from abroad and, as a result, disappointment of the Customer in the quality of services;

• Transfer of authority to organize event projects into the hands of company employees and / or complication of tender procedures;

• Lack of qualifications of employees of HR and PR departments who control the implementation of event projects on the part of the Customer.

- Это обусловлено несколькими факторами, - пояснил Тимур Балбаев, руководитель алматинского филиала Евразийской Ивент Ассоциации, руководитель ивент-компании Kontorra studio, - и среди них можно выделить следующие:

• Негласный запрет или осуждение властей на проведение крупных «корпоративов» с приглашением звезд, связанный с несколькими скандалами вокруг Национальных компаний;

• Нестабильный курс и несколько девальваций;

• Переход в Digital пространство;

• «Демпинговый бардак» внутри event рынка, включая прирост более дешевых предложений со стороны коллег из-за рубежа и как следствие - разочарование Заказчика в качестве услуг;

• Передача полномочий по организации event проектов в руки сотрудников компаний и/или усложнение процедур проведения тендеров;

• Недостаток квалификации сотрудников HR и PR департаментов, контролирующих реализацию ивент проектов со стороны Заказчика.

Speaking about personnel, the chairman of the EIA noted that many do not want to go to the civil service in the field of culture due to low salaries. We have to change the creative profession to a more profitable one. And our talented musicians are gaining worldwide fame abroad. She outlined 8 key recommendations for the development of the industry, which will cover both strategic and operational issues, where the state should play a significant role:

1. Development of the state program of industry development

2. Raising the level of culture of the population with the help of special programs of cultural development in the regions and auls

3. Inclusion of the industry in the Resolution №820 ("Economics of simple things")

4. Systematization of the OKED industry

5. Inclusion in the educational programs of universities of training in narrowly focused specialties in demand in the labor market

6. Increasing the threshold for attracting subcontractors in public procurement to 80%

7. Transfer of government tasks to a competitive environment based on the Yellow Page principles

8. Creation of working groups with representatives of the market and the Ministry of Culture and Sports, as well as "KazakhTourism"

The first Eurasian event forum was organized as a platform for dialogue and improving the conditions for cooperation between representatives of the event industry, government agencies and, of course, potential customers. Its organizers and participants call for an open and honest dialogue, exchange of views and wishes for productive joint work.

Сауле Самидин тоже затронула такой важный вопрос как выделение бюджета на проведение мероприятий и выбор организатора. Говоря о кадрах, председатель ЕИА отметила, что на госслужбу в сфере культуры многие не хотят идти из-за низкой заработной платы. Приходится менять творческую профессию на более доходную. И наши талантливые музыканты мировую славу приобретают за границей. Она обозначила 8 ключевых рекомендаций по развитию индустрии, которые охватят как стратегические, так и оперативные вопросы, где государство должно сыграть значимую роль:

1. Разработка госпрограммы развития индустрии

2. Повышение уровня культуры населения с помощью специальных программ культурного развития в регионах и аулах

3. Включение индустрии в Постановление №820 («Экономика простых вещей»)

4. Систематизация ОКЭД индустрии

5. Включение в образовательные программы ВУЗов обучения по узконаправленным специальностям, востребованным на рынке труда

6. Увеличение порога по привлечению субподрядчиков в государственных закупках до 80%

7. Передача государственных заданий в конкурентную среду на принципах Yellow Page

8. Создание рабочих групп с представителями рынка и Министерства культуры и спорта, а также «KazakhTourism»

Первый Евразийский ивент форум организован в качестве площадки для диалога и улучшения условий сотрудничества представителей ивент-индустрии, госструктур и, конечно, потенциальных заказчиков. Его организаторы и участники призывают к открытому и честному диалогу, обмену мнениями и пожеланиями продуктивной совместной работы.
