On August 26, 2021, a round table was held on the topic: "Features of the development of the market for crypto-exchanges and digital assets in Kazakhstan and South Korea." Specialists in the field of cryptocurrency and blockchain, representatives of the Astana International Financial Center (AIFC) discussed the development of the cryptocurrency market in Kazakhstan and South Korea, the prospects for digital currency and the current situation with cryptocurrency exchanges.

26 августа 2021 года состоялся круглый стол на тему: «Особенности развития рынка криптобирж и цифровых активов в Казахстане и Южной Корее». Специалисты в области криптовалюты и блокчейна, представители Международного финансового центра «Астана» (МФЦА) обсудили вопросы развития рынка криптовалют в Казахстане и Южной Корее, перспективы цифровой валюты и текущую ситуацию с криптобиржами.

“Now Asian countries are actively introducing digital currencies, in particular CBDC. In a number of states, pilot testing is underway for the release and implementation of a payment system for cryptocurrencies. For example, in South Korea, legislation is being prepared according to which this industry will function. In September, it is planned to approve a law on the basis of which the sphere related to digital currency will be regulated,” said Park Seoung Ho, SEO Xignal & MT Ltd, an expert in the field of cryptocurrency and blockchain.

«Сейчас азиатские страны активно внедряют цифровые валюты, в частности CBDC. В ряде государств ведется пилотное тестирование по выпуску и внедрению платежной системы для криптовалют. Например, в Южной Корее готовится законодательство, по которому будет функционировать эта отрасль. В сентябре планируется утвердить закон, на основе которого будет регулироваться сфера, связанная с цифровой валютой», - рассказал Парк Сунг-Хо, SEO Xignal&MT Ltd, эксперт в области криптовалюты и блокчейна.

During the round, the topic of the development of digital currencies in Kazakhstan was also touched upon. Today, it is officially possible to buy or sell cryptocurrency from 4 companies licensed by the Astana International Financial Center. These are Korean, Kazakh-Canadian, Kazakh-Singaporean and Maltese companies.

Во время круглого была затронута также тема развития цифровых валют в Казахстане. На сегодняшний день официально можно купить или продать криптовалюту у 4-х компаний, имеющих лицензию Международного финансового центра «Астана». Это корейская, казахстано-канадская, казахстано-сингапурская и мальтийская компании.

“Kazakhstan took the third place in the world mining of cryptocurrencies. Many citizens of the Republic of Kazakhstan are interested in the topic of cryptocurrencies. The market of Kazakhstan is in the stage of strong demand for services for the purchase and sale of cryptocurrencies. There is still no legal way in the country to purchase cryptocurrency for tenge. Accordingly, citizens who are actively interested in this market are forced to use the services of foreign companies and buy cryptocurrency on foreign platforms for dollars, euros and other currencies. The demand is quite high, at the same time a certain vacuum is felt from the lack of crypto-exchanges ", - shared Alan Dordzhiev, President of the Association of Blockchain and Data Center Industry in Kazakhstan ALE.

«Казахстан вышел на третье место в мировом майнинге криптовалют. Многие граждане РК интересуются темой криптовалют. Рынок Казахстана находится в стадии уверенного спроса на услуги по приобретению и продажи криптовалют. В стране до сих пор нет легального способа приобрести криптовалюту за тенге. Соответственно, граждане, которые активно интересуются этим рынком, вынуждены использовать сервисы иностранных компаний и покупать криптовалюту на зарубежных площадках за доллары, евро и другие валюты. Спрос достаточно высокий, одновременно чувствуется определенный вакуум от нехватки криптобирж», - поделился Алан Дорджиев, президент ОЮЛ «Ассоциация блокчейн и индустрии дата-центров в Казахстане».

The AIFC plans to set limits on the purchase of cryptocurrencies without confirmation of income in the amount of $ 1,000 for retail investors. Cryptocurrency purchases above this amount should not exceed 10% of the buyer's annual income. In this case, the buyer will have to officially confirm their income.

МФЦА планирует установить лимиты на приобретение криптовалют без подтверждения доходов в размере 1 тыс. долларов для розничных инвесторов. Покупки криптовалюты выше этой суммы не должны превышать 10% годового дохода покупателя. При этом покупатель должен будет официально подтвердить свой доход.

“We understand that retail investors may not have complete information, do not always understand the essence of cryptocurrency. Investing in such an asset is risky without complete information. On the other hand, we see the risks that exist in the cryptocurrency market. We see how the price of cryptocurrency can be volatile. There are cases of cyber attacks and hacking of cryptocurrency wallets, when cryptocurrency was stolen from clients. Limits are introduced to protect retail investors, ”said Mukhamedali Abdinaminov, expert of the AIFC Committee on Financial Services Regulation.

«Мы понимаем, что розничные инвесторы могут не обладать полной информацией, не всегда понимают сущность криптовалюты. Без полной информации инвестировать в такой актив рискованно. С другой стороны, мы наблюдаем риски, которые есть на рынке криптовалют. Мы видим, как цена на криптовалюту бывает волатильна. Есть случаи кибератак и взломов кошельков криптобирж, когда у клиентов крали криптовалюту. Лимиты вводятся для защиты розничных инвесторов», - поделился Мухамедали Абдинаминов, эксперт комитета МФЦА по регулированию финансовых услуг.

The AIFC plans to conduct an analysis of the effectiveness of the introduction of limits and observe how this measure will affect the business. “There is a possibility that the limits will be revised,” the AIFC noted.

МФЦА планирует провести анализ эффективности внедрения лимитов и понаблюдать, как эта мера отразится на бизнесе. «Есть вероятность, что лимиты будут пересмотрены», - отметили в МФЦА.
